Goals and Content of the Bill
Senate Bill 60 was introduced by Senator Ricky Hill and House Speaker Brian Evans on January 15. It aims to amend the Arkansas Data Centers Act of 2023 to keep crypto mining facilities at a safe distance from military installations. The bill restricts crypto mining within a 30-mile radius from military bases, hospitals, and arsenals, but allows existing facilities built and operational before December 31, 2024, to continue operations.
Concerns and Reaction
Cabot Mayor Ken Kincade expressed concerns about noise from the mining facility following complaints by residents. Senator Hill emphasized the national security concerns of having a crypto mining site less than five miles from the airbase. Interstate's spokesperson Dustin Curtis opposed the bill, insisting that their facility meets all state and federal regulations.
History and Similar Cases
This isn't the first instance where noise pollution concerns have been raised in the state. In October, mining firm NewRays claimed selective enforcement of noise laws against them. In May 2024, the Biden administration ordered a China-linked firm not to use land near an airbase in Wyoming, stemming from concerns posed by foreign mining operations.
The debate continues on the effectiveness and necessity of limiting crypto mining near strategically important sites. The Arkansas bill could set a precedent for other states.
