Polygon CEO Marc Boiron has raised doubts regarding the necessity and implications of Layer-3 (L3) networks within the Ethereum ecosystem. Boiron believes that L3 networks may divert value away from the Ethereum mainnet and concentrate it within Layer-2 (L2) solutions where they operate.

L3 networks are built on top of L2 solutions, with the goal of enhancing scalability and providing specialized functionalities. Boiron's post emphasized that scalability for Ethereum can be achieved through focusing on L2 development, as demonstrated by Polygon Labs' efforts.

One of Boiron's main concerns is the potential impact of L3 networks on Ethereum's security. He argues that if all L3 settlements occur on a single L2 platform, it could reduce Ethereum's value capture, risking economic sustainability and network security. Insufficient transaction fees may lead to a loss of confidence among validators, which could ultimately weaken the security of the network.
