Peru Explores Blockchain Voting for Secure Elections

Peru's Congress is evaluating a proposal to adopt blockchain technology for voting by citizens living abroad. This initiative aims to enhance security and transparency in elections.

Blockchain Voting Initiative

The initiative, introduced by Congressman Jorge Zeballos Aponte of the Renovación Popular party, aims to enhance security and transparency in elections using crypto principles. This system would allow overseas Peruvians to cast their votes securely while ensuring immutability and traceability of results. The bill, numbered 9689, has received approval from the Constitutional and Regulatory Committee and now moves to the full legislative body for debate.

Blockchain ensures that each vote remains tamper-proof.

Support and Cautions

Supporters highlight the cryptographic verification process as a key feature. Voters could confirm their participation without compromising privacy, thanks to blockchain’s transparent yet secure framework. The Blockchain & DLT Peru Association (ABPE), which consulted on the proposal, supports the effort but advises caution. In a statement, the group emphasized the need for adaptable regulations.

Legislation should remain flexible to accommodate future advancements, including AI or quantum-resistant cryptography.

Global Trends and Prospects

This proposal reflects growing interest in integrating blockchain into public systems. Countries with similar initiatives have demonstrated its potential to streamline electoral processes. Zeballos pointed out that Peru’s adoption of blockchain aligns with global trends in digital governance. If approved, the law would position Peru among nations exploring blockchain-based solutions, highlighting the country’s willingness to adopt decentralized technologies for practical applications. While the proposal focuses on overseas voters, its success could inspire broader use of blockchain in domestic elections.
