The Terra ecosystem, once hailed as a groundbreaking project in decentralized finance, crumbled in May 2022. Its algorithmic stablecoin, TerraUSD (UST), failed to maintain its peg to the U.S. dollar, leading to a loss of approximately $40 billion in investor funds. The volume of transactions, conducted on foreign exchanges or through anonymous crypto wallets, complicates the precise identification of victims. Authorities estimate that over a million people worldwide were affected.
“While it is difficult to precisely quantify the number of Kwon’s victims, [...] the Government estimates that the number of victims [...] potentially totals more than one million,” remarked Acting US Attorney Daniel Gitner in court documents.
Legal Actions Against Do Kwon
Terraform Labs co-founder Do Kwon, a central figure in the case, now faces multiple criminal charges in the United States. Extradited from Montenegro in December 2024, he appeared in a Manhattan court on January 2, 2025, pleading not guilty to nine felony fraud charges. Prosecutors accuse him of misleading investors about the stability and sustainability of TerraUSD and other Terraform cryptocurrencies. The charges also include orchestrating schemes to artificially inflate asset values for personal profit. In March 2023, Kwon was arrested in Montenegro while attempting to board a flight to Dubai using falsified documents.

The upcoming pretrial conference on January 8, 2025, is expected to set the stage for a high-profile legal battle. Prosecutors describe the case as pivotal in addressing fraud within the rapidly evolving cryptocurrency sector.
