What is CPU Emergency?

CPU EMERGENCY provides individuals who have surged beyond their allowed amount of transactions an off blockchain method to obtain a free short term delegation of CPU. By entering their account into a webform which is automatically sent to a smart contract, users can be delegated 0.5 EOS of CPU if their account has less than 10ms of CPU available. CPU Emergency provides larger amounts of free CPU to users of some DAPPs who have run out of CPU.
