Participation by providing valuable information (signals) can be used to:

To interact with the network, you will need a digital wallet that is compatible with the main WAX network (Anchor / WAX Cloud Wallet). Anyone can add a community to the Consortium. Once it's added, your community members can start creating polls, voting and bidding. By adding a community, you become its affiliate.
With your community tokens, you can vote. To vote, you just need to click on the answer you would like to vote for. By default, your voting power will be equal to the number of your tokens. You can only vote once per poll.

Adding a community, creating a poll and voting will issue your account's own Cosnortium token, POLL. The number of POLL tokens you receive depends on the number of POLL tokens, staked for your community. In addition, there is an affiliate reward (5%) that is given out to the community creator in addition to all votes and poll rewards that their community generates. 90% of all POLL tokens will be issued for interaction with the application. 1% will be reserved for GOVRN token holders on the EOS mainnet and 9% for the treasury.
