Starting September 1, 2023, all new mobile phones and tablets sold in Russia will be required to come pre-installed with the government-backed app Max, developed by VK.
Max: New Mandatory App
The Russian government announced that the messaging app Max will be included in the list of mandatory applications pre-installed on all new devices. The platform will allow users to send messages, make video calls, process mobile payments, and access state services.
Concerns Over Surveillance
Many independent analysts and digital rights activists believe that Max could serve as a surveillance tool for the Russian state. According to the Telegram channel Red Binder, the app collects extensive personal data, including call logs, information on crypto holdings, and even details of cafés visited. This data may be accessible to the Federal Security Service (FSB) and other officials to monitor citizens' communications and movements.
Impact on Competitors
The introduction of Max coincides with new restrictions on foreign messaging platforms. Recently, Russia began limiting calls made through WhatsApp and Telegram, accusing these companies of refusing to share data with law enforcement. WhatsApp could soon face an outright ban, while Telegram continues to operate, despite its founder Pavel Durov denying any cooperation with the Kremlin.
The introduction of Max has sparked significant public outcry and concerns about data privacy, as the Russian government continues to tighten control over digital communications.
