Maria Francesca Montes-Del Rosario, undersecretary at the Philippine Department of Budget and Management, announced the launch of the document notarization system on Wednesday. She highlighted that using blockchain will ensure transparency and prevent forgery of government documents. 'We are using cutting-edge technology like AI and blockchain to enhance how we do public policy and governance,' she stated.
How the document validation system works
The document validation system uses blockchain as a public database, serving as an immutable record for notary purposes. Budget documents issued by the Department of Budget and Management are inscribed on the Polygon blockchain. While detailed implementation specifics were not disclosed, it is known that the system stores hashes of documents to guarantee their integrity.

On the same day the Philippine government announced its initiative, the Polygon blockchain experienced temporary outages. The cause was initially suspected to be a 'consensus bug.' The issue was resolved within three and a half hours, allowing the network to continue minimal operation despite difficulties in many front-facing services.
