Icasa Mandates Free WiFi Rollout by Telkom at Thusong Centres

In a significant move to enhance digital access in South Africa, the Independent Communications Authority of South Africa (Icasa) has mandated Telkom to implement free WiFi services across the country's multipurpose service centres, known as Thusong centres. This initiative, announced on October 10, 2025, aims to address the digital divide and improve internet accessibility in underserved communities, as emphasized in the official statement.

Icasa's Directive for Telkom

Icasa's directive requires Telkom to roll out WiFi to 171 Thusong Centres within six months, with a deadline set for October 2028. These centres serve as vital access points for government and community services, including Home Affairs and the South African Social Security Agency (SASSA). However, many of these centres currently suffer from unreliable internet connectivity, limiting their effectiveness for citizens who depend on them.

New Connectivity Targets

To facilitate this rollout, Icasa has replaced some of Telkom's existing Universal Service and Access Obligations (USAOs) with new connectivity targets specifically for Thusong Centres. The authority envisions transforming these centres into public digital access points, which will empower citizens by streamlining access to essential government services, promoting online education, and enhancing job search capabilities.

Rollout Plan Requirements

Telkom is required to submit a detailed rollout plan that outlines the centres to be connected, the technology to be used, the installation schedule, and the process for testing connection quality. The first group of Thusong Centres must be connected by April 2026, with all installations completed by October 2028. Each hotspot will provide uncapped internet access at a minimum speed of 30 Mbps, adhering to a fair usage policy.

Compliance and Penalties

Additionally, Icasa has mandated that Telkom submit biannual progress reports to ensure compliance with the project timeline. Failure to meet these requirements could result in fines of up to R1 million, emphasizing Telkom's critical role in advancing South Africa's public internet expansion efforts.
