The draft legislation outlines severe penalties for individuals who violate mining regulations, including fines that could soar up to 15 million rubles, equivalent to approximately $16,800. In more serious cases, offenders may face imprisonment for a duration of up to five years.

This legislative effort specifically targets those engaging in mining without the necessary permits or in contravention of established energy usage laws. By imposing stricter penalties, the Ministry aims to deter illegal mining practices and ensure compliance with regulatory frameworks.
